Vendor Rate Model Implementation

In 2021, the State of California passed legislation that enacts a new rate model for many vendor services. Implementation of the rate model began in 2022, with the second phase of implementation going into effect January 1, 2023. GGRC has begun entering these updated rates into our system, thus vendors may see rate changes reflected in POS authorizations or on billing.

Vendors (and potential vendors) may learn more about the rate model and its phased implementation on the Rate Implementation Study page of the Department of Developmental Services (DDS) website.

In regard to this process, vendors should note that:
  • Many (but not all) service codes are impacted
  • Many (but not all) vendors will receive some rate increase; at this time, no vendors will receive rate decreases under the model
  • Any rate increases will be retroactive to January 1, 2023
  • Any increase includes requirements, as outlined in California law, to apply a percentage of the increase to direct-care staff wages and benefit costs
  • DDS will send individualized rate letters to vendors with DDS-set rates
  • GGRC will send individualized rate letter to vendors with GGRC-negotiated rates
  • Questions about rates may be submitted to GGRC at This e-mail address is being protected from spambots. You need JavaScript enabled to view it

For the most recent information regarding implementation, please see the May 11, 2023 Directive published on the State Department of Developmental Services (DDS) website.
