Community Service Needs 

The GGRC Community Resource Development team identifies and prioritizes new services needed in our community for Early Start and Lanterman services. The information gathered helps us know what each county needs, keep interested new service providers updated on service development opportunities, and secure start-up funding to help develop new services. 

Tell GGRC about the services your community needs 

GGRC collects information from individuals who use services, family members, community partners and GGRC staff through the “GGRC New Service Needs Survey”. This survey can be completed more than once and in a wide range of languages in addition to English. Your survey response will be anonymous.   

GGRC uses the information gathered from the survey to create our new service priorities and to update our list of service needs, educating potential new service providers about the needs within the GGRC community. This information is also used to develop the annual Community Resource Development Plan (CRDP) and Community Placement Plan.

Community Resource Development Plan (CRDP) and Community Placement Plan (CPP) 

Regional Centers submit an annual Community Resource Development Plan (CRDP) proposal to California’s Department of Developmental Services (DDS) in order to request start-up funding for new service development. Start-up funding awarded to regional centers is determined by DDS. Information guiding the development of this plan is provided by GGRC’s community (individuals receiving services, families, service providers, community partners, etc.) and GGRC staff.   

The Community Services Unit also develops an annual comprehensive Community Placement Plan to identify residents of state developmental centers and other institutional settings who can transition into less-restrictive, community-based residential settings and individuals requiring additional specialized support services to avoid more restrictive placement.   

Any CRDP and CPP approved new services and associated start-up funding will be posted on GGRC’s website and distributed in accordance with GGRC’s Request for Proposal Process. GGRC posts the list of CRDP/CPP priorities, the DDS approved service development, and the contract awards on its website each year. 

Once the CRDP and CPP are approved, GGRC will begin the Request for Proposal (RFP) process.

Request for Proposals (RFP) 

Golden Gate Regional Center (GGRC) maintains a Request for Proposal (RFP) policy and procedure that is used to distribute funding from the Department of Developmental Services (DDS).  These start-up funds are approved by DDS and are designated to support the development of services which are part of GGRC’s annual Community Placement Plan (CPP) and Community Resource Development Plan (CRDP).  Start-up funding is distributed in accordance with DDS requirements and GGRC’s RFP Policy.  Start-up funding is intended to be an investment in the development of the requested service but is not intended to cover the whole cost of the service development. 


General Planning & Approval Timeline

This phase covers the steps from the release of the guidelines by DDS to the formal start of a project. 

  • GGRC Proposal Submission: Due within 45 calendar days of the Guideline release. 
  • GGRC RFP Posting: Must be posted within 45 days of DDS approving the plan. 
  • Contract Deadline: The Regional Center must have a signed contract with a provider by June 30 of that fiscal year. 
  • DDS Notification: The executed contract must be sent to DDS within 90 days of signing. 

Housing Development Timeline (Buy-It-Once Model)

Once a Housing Developer Organization (HDO) is selected, the timeline shifts to property acquisition and renovation milestones. 

  • HAR (Housing Acquisition Request): Must be submitted to DDS within 5 business days of an accepted offer. 
  • DDS Review: DDS will approve or deny the request within 12 business days
  • Post-Escrow Permits: The HDO must submit for local permits within 4 weeks of closing escrow. 
  • Renovation Goal: For single-family homes, the goal is to finish renovations within 6 months of the escrow close. 
  • Final Occupancy: The home should be fully occupied within 90 days of receiving its license.
