Golden Gate Regional Center (GGRC) vendorizes service providers across the Bay Area to support people with intellectual and developmental disabilities (I/DD) and their families. Working together, we provide a stable and cohesive network of services and supports that help our I/DD community live meaningful and fulfilling lives.

How We Work with Vendors

GGRC works with many Bay Area vendors to build a wide network of support for people with I/DD. At GGRC, we usually refer to our vendors as “service providers.” 

Together we provide a range of services, including:  

  • Early Start therapies and early intervention 
  • Residential and supportive housing  
  • Day programs and employment services 
  • Many more 

GGRC also provides training and education to support quality improvement and enhance the experiences of the people we serve. 

We also collaborate with service providers to come up with unique solutions that will meet our community’s needs.

Resources for Service Providers


The vendorization process is done online through the DDS Provider Directory. Here’s what to expect:

  1. Create or login to existing Provider Directory Profile

    • If your business is new to Provider Directory, create login profile. 
    • If your business is in Provider Directory, login with existing credentials. 
  2. Submit Requirements

    • Submit information to show you meet the minimum requirements. 
    • The regional center will review your request within 15 calendar days
  3. Submit Application

    • If you meet the basic requirements, you’ll be asked to submit additional information and documents to support your application.
    • When all requested information is received, the regional center will review your application for completeness within 30 calendar days.
    • If anything is missing or incorrect, you’ll have 30 calendar days to submit it.
  4. Receive Decision

    • When the application is complete, the regional center will review the application 
    • The regional center will make a vendorization decision within 45 calendar days
    • If approved, you’ll receive your vendor number. 
    • If not approved, you’ll receive a denial notice with rights to appeal the decision.

  • Golden Gate Regional Center (GGRC) requires all providers to submit invoices through the electronic billing (eBilling) system for services that are authorized and delivered.

    Payments for services delivered follow a regular monthly schedule and occur in arrears, which means payment is billed and received after the services are provided.

    The California Department of Developmental Services (DDS) offers service provider incentives that primarily center on the Quality Incentive Program (QIP), offering higher rates and one-time payments for meeting specific quality benchmarks, data reporting, training expectations, and other requirements.

    Early Start Services 

    Early Start services are for infants and toddlers under 36 months in age. GGRC partners with service providers to expand access to high-quality, family-centered early intervention services across our diverse communities.

    Lanterman Services

    GGRC partners with a wide range of service providers to support individuals with developmental disabilities across their lifespans. Lanterman services are services and supports provided to individuals age 3 years and older.

  • GGRC’s Quality Assurance (QA) team works collaboratively with providers to monitor service quality, support compliance with regulations, and promote continuous improvement.

    Title 17, Division 2 is the California Code of Regulations that governs the Department of Developmental Services and the services provided to people with I/DD.

    The Lanterman Developmental Disabilities Services Act (Lanterman Act) in California, establishes the rights of people with developmental disabilities and the very limited conditions for denial of rights.

    Service providers must report certain incidents to GGRC that involve individuals who receive services through the Special Incident Reporting (SIR) process. 

    Person-centered services focus on the goals, preferences, and choices of the individual receiving services. Providers are expected to support individuals in ways that respect their rights and promote meaningful participation in their communities. 

    HCBS refers to a group of US federal laws that require people with disabilities to live and receive services in their community — promoting inclusion, independence, and choice. 

Community Service Needs Assessment

GGRC collects information from individuals who use services, family members, community partners and GGRC staff through the GGRC New Service Needs Survey. This survey can be completed more than once and in a wide range of languages in addition to English. Your survey response will be anonymous.

Community Resource Development Plan (CRDP) and Community Placement Plan (CPP)

Regional Centers submit an annual Community Resource Development Plan (CRDP) proposal to California’s Department of Developmental Services (DDS) to request start-up funding for new service development. The Community Services Unit also develops an annual comprehensive Community Placement Plan to identify residents of state developmental centers and other institutional settings who can transition into less-restrictive, community-based residential settings and individuals requiring additional specialized support services to avoid more restrictive placement.
