A Program for Infants and Toddlers
Serving People in San Francisco, Marin, and San Mateo Counties
Based in San Francisco, Golden Gate Regional Center (GGRC)is one of 21 private, nonprofit organizations contracted by the State of California to coordinate lifelong services and supports for individuals with developmental disabilities and their families. In California, the Regional Center system was created to assist persons with intellectual disabilities and their families in locating and developing services that meet their needs.

What to Expect Once a Referral is Made?
- A Golden Gate Regional Center Early Start service coordinator will be assigned to assist the child and family through the initial eligibility and assessment process.
- An Interdisciplinary (ID) Team determines eligibility for services and then assesses a child’s needs. The IDTeam may include parents, Golden Gate Regional Center service coordinator, physician, psychologist and other professionals.
- If eligible, an Individualized Family Service Plan (IFSP)is developed with the family, which includes child and family outcomes and establishment of services.
- Eligible families will receive ongoing service coordination.
What Services Are Available?
Eligible infants and toddlers may receive a variety of services depending upon the child’s development and the family’s capacity to meet those needs.
Services are provided within the child’s natural environments such as the child’s home with their everyday natural routines, activities, relationships, and in settings with typically developed peers.
Services may include some of the following:
- Information and referral
- Initial and ongoing assessments
- Individualized Family Service Plan
- Linkage with Family Resource Centers
- Transition planning at the age of 3.
- Speech-Language Services
- Health and Wellness Services
- Occupational Therapy
- Physical Therapy
- Psychological Services & Behavioral Therapy
- Family/Parent Training
- Family Counseling and Home Visits

How are Services Funded?
Golden Gate Regional Center provides no-cost evaluation and assessment.
If your child is eligible for Early Start services, your service coordinator will work with you to identify payment sources for services that may
include:
- Accessing private insurance for medically necessary therapy services (speech, feeding, occupational, and behavioral or physical therapies)
- Exploring generic resources and GGRC payment
AnnualFamily Fee may apply if Early Start purchases early intervention services.
The First Step
The Golden Gate Regional Center (GGRC) Early Start Program serves infants & toddlers, birth to 3 years who meet one of the following criteria:
Significant Development Delay
A difference is defined as a 25-percent delay in one or more developmental area of the following areas:
- Cognitive
- Physical (motor, vision andhearing)
- Communication
- Social/emotional
- Adaptive/self help
Established At Risk Conditions
Have an established risk condition, or condition with established harmful developmental consequences that will likely lead to developmental delay(s) if the delay is not evident at the time of diagnosis.
Additional High Risk Conditions
At high risk of having substantial developmental disability due to a combination of biomedical risks or an infant or toddler is a child of
a person with developmental disability and requires intervention services
