What are the Regional Centers?

In California, the Regional Center system was created to assist persons with developmental disabilities and their families in locating and developing services that meet their needs. Regional Centers also offer Early Start services for infants from birth through thirty-six months of age.

Golden Gate Regional Center (GGRC) is one of 21 private, nonprofit organizations contracted by the State of California to coordinate lifelong services and supports for individuals with developmental disabilities and their families. GGRC serves people who live in San Francisco, Marin or San Mateo counties. Statewide, regional centers serve over 320,000 children and adults with developmental and intellectual disabilities.

Who is eligible for Early Start Services?

GGRC offers Early Start services for infants who are birth to 36 months. For more information on Early Start services, please contact a GGRC office or visit www.ggrc.org.

Under the Early Start Program an infant or toddler is eligible for early intervention services through the regional center if he/she is between birth up to thirty-six months of age and meets one of the following criteria:

  • Is an infant or toddler (up to 36 months of age) who has a developmental delay?
  • Is an infant or toddler (up to 36 months of age) for whom there are established risk conditions that could lead to a developmental delay?
  • Is an infant or toddler (up to 36 months of age) at high risk of having a development disability due to a combination of biomedical factors?

Who is eligible for Lanterman Services?

According to the Lanterman Developmental Disabilities Services Act, a person is eligible for regional center services if he/she has a disability, which meets all of the following criteria:

  • The disability is due to intellectual disability, cerebral palsy, epilepsy, autism or conditions found to be closely related to intellectual disability or to require treatment similar to that required for individuals with intellectual disability, but not include other conditions that are solely physical in nature.
  • The disability began before age of 18.
  • The disability is likely to continue indefinitely.
  • The disability is substantially disabling for the individual.

In order to determine whether someone is substantially disabled, GGRC clinical staff considers the individual’s abilities in many areas including self-care, receptive and expressive language skills, learning, mobility, self-direction, capacity for independent living & economic self-sufficiency.

Under Lanterman Legislation

After the assessment, the person will be assigned a GGRC Social Worker. Services provided by the Social Worker may include discussing the impact of the person’s disability on the family, assistance in finding appropriate community programs, resources and support during times of crisis.

Once a person is determined eligible for services through GGRC, the Social Worker will work with the person served to develop an Individual Program Plan (IPP). At any time when circumstances change or special needs arise, the IPP may be revised to reflect these changes. Social Workers have regular contact with the persons we serve and are always available by phone and email if questions or problems should arise.
